Would set new rates for social welfare payments, including child benefit, and reduce payments for people who refuse suitable training, employment or employment programmes without good reason. It would also change PRSI rules, increase the self-employed contribution rate from 3% to 4%, and repeal the Health Contributions Act 1979.
