Approves up to €47.3 billion in government spending for 2010, including health, social protection, education, policing and other public services, with a further €6.3 billion in related income. It carries €16.5 million of unspent capital funding into 2011 and allows tax measures agreed by the Dáil in December 2010—including the Universal Social Charge and changes to tax reliefs—to be put into law during 2011.

Bill entitled an Act to appropriate to the proper supply services and purposes sums granted by the Central Fund (Permanent Provisions) Act 1965 and to make provision in relation to deferred surrender to the central fund of certain undischarged appropriations by reference to the capital supply services and purposes as provided for by section 91 of the Finance Act 2004 and to make provision in relation to the Financial Resolutions passed by Dáil Éireann on 7 December 2010
