The measure would strengthen and clarify how sector-wide pay and working-condition agreements are made, changed and cancelled, with ministerial confirmation and more transparent procedures. It would also let non-teaching vocational education officers use workplace dispute services, set limits for joint labour committee chairpersons, and make related changes to employment-permit and working-time rules.
