The proposal would amend the Constitution to give either House of the Oireachtas, separately or together, power to hold inquiries into matters of general public importance. An inquiry could examine the conduct of anyone, including people who are not politicians, and could make findings about that conduct. The Houses would decide how to balance people’s rights with the public interest so that inquiries could be effective. It would therefore give Parliament a stronger role in investigating serious public matters and scrutinising people’s actions.
