Would strengthen drink-driving enforcement by allowing mandatory breath testing at the lower alcohol limits, including after collisions causing death or injury and, where medically safe, in hospital. Gardaí could require drivers to provide their name, address, date of birth and driving licence or learner permit, with offences and possible arrest for refusal or false information. It would also clarify how courts handle drink-driving charges, responsibility for dangerously defective vehicles and several technical road-traffic rules, supporting the aim of reducing road deaths and injuries.
