Human Rights Commission (Amendment) Bill 2011

The Human Rights Commission (Amendment) Bill 2011 would strengthen the Commission’s independence by moving several responsibilities from the Minister for Justice to the Taoiseach and giving the Oireachtas a greater role in appointing or dismissing members, reviewing its work and discussing its funding. It would also require Ministers to refer relevant legislation, including EU legislation, to the Commission for examination; guarantee its power to provide certain international legal assistance; protect its freedom to criticise government policies; and require regular effectiveness reviews and reports to the Oireachtas.
