The Energy (Miscellaneous Provisions) Bill 2011 would require energy suppliers and distributors to meet energy-efficiency targets, potentially supporting measures such as insulation, efficient boilers and renewable energy. It would strengthen safety regulation for electricity, gas and LPG, give the regulator greater powers to investigate unsafe work and energy theft, and update rules to reflect competition in the energy market. It would also protect pension rights for staff transferred to new network companies and remove obsolete legal provisions.

Bill entitled an Act to provide for the pension entitlements of employees of Bord Gáis Éireann who transfer to Gaslink and of employees of the Electricity Supply Board who transfer to Eirgrid Plc and ESB Networks Ltd., to amend the Energy (Miscellaneous Provisions) Act 1995 and the Electricity Regulation Act 1999, to provide for the promotion of energy efficiency, to repeal certain provisions of Acts relating to gas or electricity and to provide for related matters
