Public Service Pensions (Single Scheme and other Provisions) Bill 2011

Public bill · Government · Presented

Creates a single pension scheme for people newly joining most parts of Ireland’s public service, replacing the various existing arrangements for future entrants. It sets contribution rates, retirement ages and pension benefits, including special rules for judges, politicians, officeholders, Gardaí, defence personnel, prison officers and firefighters, while allowing pensions to rise with inflation and providing benefits for spouses, civil partners and children. It also reduces or resets pay for certain newly appointed judges and officeholders, cuts Ministers’ pay, and clarifies pension reductions and limits for public servants who return to public employment.

Formal long title

Bill entitled an Act to provide for a Single Public Service Pension Scheme to be established and to apply to new entrants into the Public Service, to provide for other public service pension schemes not to apply to new entrants, to provide for pensions and other benefits in respect of service in the Public Service by new entrants and to provide for pensions under the Single Public Service Pension Scheme to be index-linked; to enable pensions under other public service pension schemes to be index-linked; to provide for the provision of information necessary for the proper operation of public service pension schemes; to modernise the law relating to the abatement of pensions in certain circumstances; to provide for the amendment of the Public Service Superannuation (Miscellaneous Provisions) Act 2004; to provide for the remuneration of persons appointed after particular dates to judicial offices and certain other offices; to provide for the amendment of the Financial Emergency Measures in the Public Interest (No. 2) Act 2009 and the Financial Emergency Measures in the Public Interest Act 2010 having regard to their respective long titles (including recitals); and to provide for related matters.
