Access to Central Treasury Funds (Commission for Energy Regulation) Bill 2011

The measure would allow the Commission for Energy Regulation to apply for loans from the National Treasury Management Agency, rather than relying only on commercial borrowing. The cheaper and potentially quicker funding would cover the initial cost of creating the petroleum safety system required by the 2010 safety law, before an industry levy could be charged. It is intended to reduce costs for the energy industry, with no direct cost to the State or extra staff required.
