Smarter Transport Bill 2011

The Smarter Transport Bill 2011 would give local authorities power to create local rules for public charging spaces for electric and plug-in hybrid vehicles, and for parking spaces used by car-club vehicles. The rules could set fees, time limits, who may use the spaces and penalties for misuse, including parking in a charging space without charging. Councils would have to consult the Garda Commissioner and the public before introducing most rules, while the Minister could issue national guidance. The aim is to support cleaner transport, car sharing, less congestion and reduced demand for parking.
