The measure would require owners of septic tanks and other domestic wastewater systems to register them, keep them safely maintained and provide proof of registration when selling a property. It would establish risk-based inspections by EPA-approved inspectors, with notices requiring owners to fix systems that threaten health or the environment, subject to re-inspection and court appeals. The changes are intended to protect water and public health and bring Ireland into line with EU waste rules.
