Scrap and Precious Metal Dealers Bill 2011

The proposal would tighten controls on businesses that buy or sell second-hand scrap or precious metals more than three times a year. Dealers would have to register with An Garda Síochána, check and keep sellers’ identification and transaction records, allow Garda access to those records, and wait 30 days before removing goods received on consignment. The aim is to make it easier to verify that metal comes from a legitimate source, protect people selling it, and help investigate theft; dealers who break the rules could face penalties.
