Civil Registration (Amendment) Bill 2011

Would allow philosophical and non-religious organisations to apply to have their members registered to solemnise marriages. Organisations would need at least five years’ experience, 20 participating couples and properly registered marriages; approved members could solemnise marriages only where at least one partner belongs to the organisation.
