Sets out the rules for licensing road haulage and passenger transport operators, mainly to keep Irish law aligned with new EU requirements taking effect in December 2011. Operators and key staff would have to report serious convictions, including for violence, trafficking, fraud, sexual and firearms offences; failing to report them could lead to refusal, suspension or withdrawal of a licence. It would also require operators to keep licences and documents in vehicles, allow the public to check an online register of licensed operators, clarify enforcement powers and exemptions, and require notification of changes that could affect licensing.
