The Social Welfare Bill 2011 would put Budget 2012 measures into law, reducing some payments and tightening eligibility. It would cut employers’ redundancy-payment rebate, change Disability Allowance and pension qualification rules, reduce higher Child Benefit rates and multiple-birth grants, lower the One-Parent Family Payment earnings disregard, and assess more farming, fishing and home-help income. Existing recipients are protected from some changes, but new claimants and some current welfare recipients could receive less or need more contributions to qualify.
