Introduces the Universal Social Charge and changes income-tax rates, credits, pension rules and tax reliefs, generally increasing tax on higher incomes, savings, property and some benefits. It also raises fuel, air-travel, betting, stamp and inheritance taxes, tightens enforcement, customs and VAT rules, while offering targeted support for energy-efficiency improvements, new businesses, jobs and environmentally friendly vehicles.
