Reforms sector-wide pay-setting arrangements so that minimum wages and working conditions better reflect employment levels, business costs, competitiveness and comparable wages. It gives the Minister and the Oireachtas greater oversight, allows struggling employers to seek temporary pay exemptions, and enables agreements to be updated or cancelled more easily. Workers would get clearer written information and stronger ways to recover underpayments, while employers could face simpler rules and enforcement procedures.

Bill entitled an Act to make further and better provision for promoting harmonious relations between workers and employers, to amend the Industrial Relations Acts 1946 to 2004, to amend the Employment Permits Act 2006, the Organisation of Working Time Act 1997, the Protection of Employees (Employers' Insolvency) Act 1984 and the Terms of Employment (Information) Act 1994, and to provide for related matters
