National Lottery Bill 2012

Would replace the 1986 law with a new framework for running the National Lottery and awarding its next licence, including an upfront payment to the State by the successful operator. It would create an independent regulator, funded by the operator, to approve games, protect lottery money, regulate ticket sales and take control if the operator’s licence is revoked; tickets could also be sold online. It would leave the existing categories of good causes unchanged and allow prize limits for certain other lotteries.

Bill entitled an Act to provide for the holding of a national lottery on behalf of the Minister for Public Expenditure and Reform, to establish the Office of the Regulator of the National Lottery and to define the functions of the Regulator, to repeal the National Lottery Act 1986, to amend sections 27 and 28 of the Gaming and Lotteries Act 1956 and to provide for connected matters
