The measure changes several social welfare rules, including gradually reducing the youngest-child age limit for the One-Parent Family Payment from 14 to 7 by 2014, and increasing the PRSI contributions needed to become a voluntary contributor from 260 to 520. It also protects Mortgage Interest Supplement and Diet Supplement for people on Community Employment schemes and expands certain bodies’ use of PPS numbers and data sharing. For defined-benefit pension schemes, it introduces a risk reserve, requiring extra financial buffers, regular certification and recovery plans where schemes fall short, to improve the security of members’ pensions.
