Residential Institutions Statutory Fund Bill 2012

The legislation would establish an independent Residential Institutions Statutory Fund Board to support people who received compensation for abuse in former residential institutions. It could fund or arrange approved mental-health, medical, dental, educational, housing and other support services, using contributions of up to €110 million from certain religious trusts, with grants and decisions subject to published criteria and an appeals process. It would also transfer existing functions to the new Board, provide financial and public oversight, protect applicants’ confidentiality, and make related changes to the child-abuse redress system.
