Planning and Development (Taking in Charge of Estates) Bill 2012

The proposal would let residents of unfinished housing estates ask their local authority to take over roads, open spaces, drainage and other public facilities after three years instead of seven once planning permission has expired. A majority of votes cast, rather than a majority of all eligible voters, would decide whether to begin the process, with voting arrangements aligned with those for multi-unit developments. It would also remove restrictions that can prevent homeowners selling their properties where a management company has been struck off for three years and has not sought restoration.
