Energy Security and Climate Change Bill 2012

The proposal would set binding national targets to cut greenhouse-gas emissions by 40% by 2030 and 80% by 2050, compared with baseline levels, and to reduce fossil-fuel use by 95% from 1990 levels by 2050. It would require five-year national and departmental action plans, public consultation, and annual reports to the Dáil on progress, energy use and further measures needed. An independent Commission on Energy Security and Climate Change would advise the Government, review the targets and plans, and report publicly, while public bodies would have to take the plans into account.
