The bill would create a formal system for supporting Irish through local language plans in Gaeltacht Language Planning Areas, Gaeltacht Service Towns and Irish Language Networks outside the Gaeltacht. Communities and local organisations would prepare plans, with support from Údarás na Gaeltachta or Foras na Gaeilge, while the Minister could review progress and withdraw designations if plans were not carried out. It would also reorganise Údarás na Gaeltachta: ending direct elections, reducing its board from 20 to 12 members, giving it a stronger language-planning role and allowing ministerial direction over some enterprise investment.
