Competition (Amendment) Bill 2012

The bill would allow trade unions to negotiate collectively for people who are treated as self-employed but personally provide work or services under contract, without those negotiations being treated as illegal price-fixing under competition law. It would also allow collective agreements covering services provided to the public under publicly funded schemes, where the Government declares negotiations to be in the public interest and both Houses of the Oireachtas approve that declaration. The aim is to protect workers in insecure or atypical arrangements while preserving competition rules where services are sold directly to consumers.
