The Health Service Executive (Governance) Bill 2012 would abolish the HSE’s Board and chief executive structure and replace it with a Directorate led by a Director General. It would give the Minister for Health stronger powers to set priorities, performance targets and policy directions, while requiring the HSE to report more directly on its work and finances. The changes were intended as a transitional arrangement during wider health-service reform, with clearer responsibility for how services are managed.
