Thirty-First Amendment of the Constitution (Economic, Social and Cultural Rights) Bill 2012

The proposal would amend the Constitution to recognise, protect and enforce rights to earn a livelihood and have fair working conditions, as well as rights relating to an adequate standard of living, health, housing and food. The right to work and fair conditions would not specifically depend on State resources; the other rights would be subject to available resources and would initially be pursued through individual, family and community effort. It aims to give these social, economic and cultural rights stronger constitutional recognition in line with Ireland’s international commitments.
