Thirty-First Amendment of the Constitution (Children) Bill 2012

The proposal would amend the Constitution to recognise children as individuals with their own rights and strengthen their protection, while leaving the Constitution’s existing recognition of the family unchanged. It would clarify the State’s responsibility to protect children when parents fail in their duties, allow laws on adoption in specified circumstances, and require children’s best interests and views to be considered in child-protection, adoption and family-law cases, without discrimination based on their parents’ marital status.
