Social Welfare (Amnesty) Bill 2012

The proposal would create a one-month, one-off amnesty allowing social welfare recipients to report suspected overpayments, whether caused by their own mistake or a departmental error. Payments would be corrected, but people who came forward would not be fined or asked to repay past overpayments, except where violence, threats or identity fraud were involved. A two-month increase in fraud and payment checks would follow, with the measure expected to produce an estimated €55 million in savings and free inspectors to focus on other work.
