Public bodies would have to give social benefits at least one-third of the weighting when assessing tenders for goods or services. This would include considering how many jobs a proposal could create, meaning a bid offering wider community benefits could be chosen over the cheapest option. The requirement would cover State-funded statutory bodies and other public bodies, with any extra cost expected to be offset by benefits such as increased employment.
