Would have extended voting rights for the six Seanad seats reserved for university representatives to people aged 18 or over who legally live in Ireland and hold a recognised degree or diploma from an Irish higher-education institution. It would also have combined all higher-education graduates into one university constituency and allowed eligible voters to stand as candidates, making the elections more inclusive than a system limited to existing university electorates.

Bill entitled an Act to provide for the amendment of the Seanad Electoral (University Members) Acts 1937 to 2006 to provide for the provisions of the seventh amendment of Bunreacht na hÉireann and to extend the franchise of the University Panel of Seanad Éireann to all people who are over eighteen and legally resident in Ireland and are holders of an appropriate third level qualification from an Irish institute of higher education and to provide for related matters
