The Health Insurance (Amendment) Bill 2013 updates Ireland’s system for sharing health-insurance costs between healthier and less healthy customers, including younger and older people. From 1 March 2014, it sets new payments to insurers from the risk equalisation fund, reduces the payment for certain overnight hospital stays, and adjusts the stamp duty used to fund the scheme. It also clarifies how community-rated premiums, insurer profits, policy categories and reporting deadlines are handled.
