Cannabis Regulation Bill 2013

Would legalise and regulate cannabis for medical and recreational use through a new Cannabis Regulation Authority, with licences for commercial and home growing (up to six plants), social clubs, wholesalers, shops, pharmacies and coffee shops. It would set limits on sales and possession, require plain packaging, restrict advertising and sales to children, and impose penalties for unlicensed activity, driving under the influence and unsafe products. Tax revenue would fund addiction services, medical research and drug-education programmes.
