The proposal would require wind farms to meet stricter noise limits, including low-frequency noise and the “thump and swish” of blade movement, and to be sited far enough from homes to avoid shadow flicker, with minimum distances increasing as turbines get larger. It would also force developers to give nearby residents clear information in advance, hold a public meeting, and have authorities take that local input into account when deciding on planning permission. Existing turbines would get up to a year to comply, and the aim is to protect health while making wind farm planning more open and accountable.
