Environment and Public Health (Wind Turbines)(No. 3) Bill 2013

The proposal would require wind turbines to meet stricter World Health Organization noise limits, including low-frequency and pulsing noise, prevent shadow flicker over homes, and stand at least 500 to 2,000 metres from houses depending on turbine height. It would also require developers to provide local residents with detailed information, hold a public meeting and report the views received before permission is decided. Existing turbines would have one year to meet the noise and shadow-flicker rules, with planning authorities and relevant Ministers responsible for monitoring compliance.
