Irish Water would take over most water-service responsibilities from county and city councils, along with relevant infrastructure, debts and some staff, while councils would retain responsibility for rural water schemes and household wastewater-treatment systems. It would be allowed to charge households and other customers for water and wastewater, under a charging plan approved by the energy regulator; household supplies could not be cut off for non-payment, but non-domestic supplies could be disconnected. The measure would establish longer-term planning, investment and customer-service arrangements for a national water utility.

Bill entitled an Act to make provision for, and in relation to, the imposition of charges by Irish Water in respect of the provision by Irish Water of water services; to provide for the transfer, in part, of the functions of water services authorities under the Water Services Act 2007 to Irish Water; to repeal the Local Government (Delimitation of Water Supply Disconnection Powers) Act 1995, certain provisions of the Water Services Act 2013 and, for certain purposes, certain provisions of the Water Services Act 2007; to amend the Water Services Act 2007 and certain other enactments; and to provide for matters connected therewith
