Thirty-fourth Amendment of the Constitution (Neutrality) Bill 2013

The proposal would amend the Constitution to declare Ireland a neutral state and require it to remain outside military alliances. It would also prohibit declaring or taking part in a war or armed conflict, or helping foreign powers prepare for or conduct one, unless Dáil Éireann agreed; these provisions appear in the schedules on pages 6 and 8. This would give neutrality stronger constitutional protection and make changes to Ireland’s military position more politically difficult.
