Protection of the Public Interest from Tobacco Lobbying Bill 2013

The proposal would tightly control contact between the tobacco industry, its representatives and government officials, reflecting international tobacco-control guidance. Meetings would generally have to be publicly recorded, announced in advance, limited to necessary regulatory topics and attended by a Health Minister nominee; correspondence would also have to be copied to the Minister and published online. Breaches could be reported and prosecuted by the Gardaí, with penalties of up to €30,000, six months’ imprisonment, or both.

Bill entitled an Act to codify in Irish law the requirements of the United Nations framework convention on tobacco control which pertain to interactions between members of the tobacco industry and their agents and the Government, and where individuals breach these regulations to create offences and to provide for the investigation and prosecution of such offences by members of An Garda Síochána
