The Adoption (Amendment) Bill 2013 would extend until 31 October 2014 the eligibility and suitability declarations held by people seeking to adopt from the Russian Federation, provided those declarations were valid on 31 October 2013. The declarations could not be changed during that extension to cover another country, giving affected applicants extra time while keeping their applications tied to Russia.
