Contracts worth more than €1 million awarded by public bodies would have to include measures to employ people unemployed for over a year and take on apprentices, while protecting existing jobs. Contractors would also have to follow equality and anti-discrimination rules, provide skills training, support environmental sustainability and submit quarterly progress reports. Bids lacking a credible plan could be rejected, and contractors breaching the requirements could face agreed penalties, with a right of appeal.
