The Bill would end the HSE’s separate budget and fund it through the Minister for Health’s budget instead. It would give the Minister power to set and adjust the HSE’s budget, require the HSE to stay within it, make senior officials accountable for overspending, and ensure the change does not make HSE buildings liable for local property rates.
