The measure would change access to medical cards and GP visit cards for people aged 70 and over: the medical-card income limits would fall from €700 to €600 a week for a single person and from €1,400 to €1,200 for a couple, while people in the affected middle-income bands could qualify for GP visit cards. It would also update rules for cohabitants and civil partners, allow the HSE to reassess existing cardholders and share relevant information with Social Protection and Revenue under data-sharing agreements, and provide appeals, transitional protection and some income exclusions.
