EU Scrutiny and Transparency in Government Bill 2013

The proposal would require draft EU directives and regulations to be laid before the Seanad for scrutiny before ministers adopt an official Government position, with a seven-member committee reporting within 21 days. It would also require certain significant ministerial rules— including those implementing EU measures, changing primary legislation or creating offences—to be laid before the Seanad for 21 days before taking effect. The aim is to give elected representatives more time to examine important EU decisions and government rules, and to make ministers consider the Seanad committee’s recommendations.
