The proposal would remove the rule that treats two people of the same sex as unable to marry for civil-registration purposes. It would amend the Civil Registration Act 2004 by deleting same-sex marriage as a legal impediment, while leaving other restrictions—such as existing marriages, certain family relationships and age limits—in place. Its purpose is to take a step towards legal recognition of marriage equality.
