Non-Use of Motor Vehicles Bill 2013

The Bill would end retrospective motor-tax exemptions and require vehicle owners to declare non-use in advance, generally for three to 12 months, with limited exceptions for testing or repairs. It would also formalise the transport minister’s role in motor-tax administration, set penalties for false declarations, and arrange the transfer of driving-licence funding and services to the Road Safety Authority.
