Housing (Purchase of Voluntary and Co-Operative Housing) Bill 2013

Would allow existing tenants of voluntary or co-operative housing to buy their homes through an incremental purchase scheme where the housing body and local authority agree that the sale benefits the tenant and the local area. Money from each sale would have to be reserved for building more approved social housing locally, or, in exceptional cases, improving existing housing. The Minister could set the detailed rules, subject to oversight by the Oireachtas.

Bill entitled an Act to make further provision for purchase by existing tenants of dwellings owned by voluntary housing bodies, under incremental purchase arrangements, in circumstances where the voluntary housing body and the local authority agrees that it would be beneficial to a tenant and a relevant local authority area to dispose of a particular dwelling; the ring-fencing of the proceeds of the sale of such a dwelling towards the provision of additional housing by approved bodies and, in exceptional cases, to upgrade existing housing stock in the relevant local authority area and related matters
