The Bill would allow the Public Appointments Service to move public-service employees into comparable roles elsewhere, while protecting their basic pay, pensions and accrued employment rights; commercial State bodies would be excluded. It would also bring senior appointments under the Act and let the Minister set rules for sick-pay, aiming to reduce the public service’s paid-sick-leave costs.
