From Croatia’s expected EU accession on 1 July 2013, Croatian nationals would be allowed to work in Ireland on the same basis as workers from other EU member states, initially for two years and then under full EU free-movement rules. The measure would also set out related employment rights for their family members and amend the employment-permits law to reflect these arrangements. It was intended to implement the accession treaty without giving Croatian nationals greater rights than that treaty provided; the memorandum identified no significant cost to the State.
