The Road Traffic (No. 2) Bill 2013 would tighten road-safety rules by introducing a two-year “novice driver” period, requiring N-plates, setting a six-point disqualification limit for learner and novice drivers, and requiring learner drivers to log accompanied practice before their test. It would allow impairment tests and blood samples from drivers involved in serious collisions, including those who are unconscious, and revise penalty points for various offences. It would also strengthen controls on commercial vehicle roadworthiness testers, support recovery of compensation from uninsured drivers, and make several technical changes to road-traffic administration.
