Would dissolve the County Enterprise Boards and transfer their functions, property, contracts, debts and legal cases to Enterprise Ireland, with local authorities carrying out some functions locally on its behalf. Existing staff could move to Enterprise Ireland, Forfás or local authorities on no less favourable pay terms; savings were expected to be limited initially.
