Thirty-fourth Amendment of the Constitution (Members of the Houses of the Oireachtas) Bill 2014

The proposal would amend the Constitution to say that every TD and senator represents the whole people, is not bound by orders or instructions, and must act according to their conscience. Inspired by Germany’s constitutional system, it aims to protect legislators’ freedom to vote independently rather than being required to follow party instructions.
